Le Cerema appuie la Direction Générale des Transports et de la Mer pour mettre en œuvre les quatre actions du premier Plan National d’Adaptation au Changement Climatique (PNACC).

Le Cerema met en œuvre les quatre actions du volet transport du premier Plan National d’Adaptation au Changement Climatique (PNACC), à la demande de la Direction Générale des Infrastructures de Transport et de la Mer (DGITM) du Ministère de l’Environnement et en lien avec plusieurs partenaires.

Pourquoi un Plan National d’Adaptation au Changement Climatique ?

Le climat impacte aujourd’hui de nombreux domaines et, avec les changements climatiques, ces impacts sont susceptibles d’augmenter dans les prochaines décennies. Pour y faire face, la France a mis en application en 2011 un Plan National d’Adaptation au Changement Climatique (PNACC).

Comment est prise en compte l’adaptation des transports dans ce PNACC ?

Le PNACC couvre notamment le domaine des transports, pour lequel différentes actions d’adaptation à court, moyen et long termes ont été décidées. Ces actions concernent les infrastructures aéroportuaires, fluviales, maritimes, portuaires et routières, installations de transport par câbles, ouvrages d’art et en terre et remontées mécaniques.

  • Action 1 : passer en revue et adapter les référentiels techniques pour la construction, l’entretien et l’exploitation des réseaux de transport (infrastructures et matériels liés au service) en métropole et en Outre-mer ;
  • Action 2 : étudier l’impact du changement climatique sur la demande de transport et les conséquences sur la réorientation de l’offre de transport ;
  • Action 3 : définir une méthodologie harmonisée pour réaliser les diagnostics de vulnérabilité des infrastructures et des systèmes de transport terrestre, maritime et aéroportuaire ;
  • Action 4 : établir un état de la vulnérabilité des réseaux de transport terrestre, maritime et aéroportuaire en métropole et Outre-mer et préparer des stratégies de réponses adaptées et progressives aux problématiques du changement climatique, globales et territoriales.

The Cerema support the French Ministry for Environment to implement the four actions defined for the field "transport" of the first French National Climate Change Adaptation Plan.

At the request of the French directorate general for infrastructure, transport and the sea of the French Ministry for Environment, Energy and the Sea, the four actions of the field "transport" of the PNACC 2011-2016 are implemented by a working group lead by Cerema and composed by members of technical services of the French government and public transport managers.

A National Climate Change Adaptation Plan: what for?

The impacts of climate are already being felt on various fields, such as transport infrastructures and networks, health, industries… and these impacts could increase in the coming century with the climate changes. To face this issue, France has defined numerous adaptation actions in its National Climate Change Adaptation Plan (PNACC), published in 2011.

How is transport adaptation taken into account in the PNACC?

Adaptation of transport infrastructures and networks is crucial, due to their importance for our society and economy. Four adaptation actions have been therefore decided in the PNACC:

  • Action 1: review and adapt the technical standards for the design, maintenance and operation of transport networks in metropolitan France and its overseas territories
  • Action2: study the impact of climate change on transport demand and the consequences for reshaping transport provision
  • Action 3: define a harmonized methodology to diagnose the vulnerability of infrastructures and land, sea and air transport systems
  • Action 4: establish a statement of vulnerability for land, sea and air transport networks in metropolitan France and overseas territories and prepare appropriate and phased response strategies to local and global climate change issues
